Head of Operational Buying

This role will lead a team of junior buyers and order management specialists supporting CAPEX projects across Europe working with lead and Project Buyers to support tactical procurement. Additionally this function is responsible for creation of Purchase Orders and for processing some back office procurement tasks. This is a hands-on role to create a new function that can support tactical buying whilst running the procurement back office.
He/she will create a vision for the newly created function and execute a roadmap to achieve that vision. Team management and development is a key criteria as is the ability to understand purchase to pay systems. The individual must have the ability to ensure operational procurement tasks are completed whilst at the same time creating an operational buying function for tactical buying and supporting other CAPEX buying areas.

Lead the creation of an operational buying strategy and implement the agreed strategy initially for the Visp site in Switzerland.
Work closely with lead buyers and category teams to understand how operational buying can support these areas.
Lead the execution of the operational buying function including back office procurement tasks for PO creation, vendor master records, bank guarantee administration and other back office tasks.
Ensure support to project and lead buyers (where appropriate) for operational buying tasks such as running RFP’s, qualification of suppliers, e-Sourcing events and negotiating with suppliers (if needed).
Ensure procurement compliance and 4 eyes principal for converting purchase requisitions into PO’s
Manage a set of procurement KPI’s used to measure Capex procurement performance
Responsible for supplier spend mapping on an historical basis but also forward spend mapping scenario planning.
Issue regular spend management reporting working with other functions like project controls.
Will support category management teams with spend mapping activities
Ability to build teams and manage complex stakeholders.
Experience with operational and tactical buying in a construction or capex environment.
Skills in all procurement processes including, supplier management, negotiations, contract management
and e-procurement systems and purchase to pay.
Experience managing relationships, both internal and external.
Good understanding of SAP and other back office systems.
Ability to build business relationships and to work in multifunctional teams
